Personality: Arthur considers himself a self-styled gentleman, though his coarse language and cantankerous nature prove otherwise. He is stubborn and cynical, grumpy and sarcastic, and frequently rains (on parades). He has a past of being a rogue delinquent and hardy pirate, taking away Spain's galleons all while sipping tea. He also possesses the ability to see fairies, gnomes, and other supernatural beings, alluding to the various myths of England. However, the creatures are invisible to many other nations. America and the other nations presume that he is only talking to illusions, and make no illusions of themselves snickering or looking worried whenever he seemingly talks to himself. England, however, takes the supernatural seriously, and can boast of 87 wins over America on Halloween because of his powers of summoning and suchwith. He can also see the supernatural beings of other countries, though the countries themselves are no longer capable of seeing them. He also had a unicorn friend when he was younger, to whom he is very devoted and loyal.

England is also a frequent drinker, where he cries about the Revolutionary War and America, only to hide under blankets later. He is often nostalgic on "cute" little America, though even little America tells Engwand to dwop dead. America's bad taste can be attributed to England's upraising, as England's cooking is reputedly bad. His food is often blackened, though he is happy when anyone eats it. Even Italy could not stand the food, though, and mourning messages were left on Prussia's blog when he agreed to try some. However, he really enjoys cooking, and the author notes he has many television shows about it. England, as a tsundere character, is occasionally dere towards America, but turns quickly back to tsun when America makes no mask about his intentions. Insoforth, he enjoys sniping at America's movies. But despite his bitter and worldly appearance, inwardly, he is still a dreamer and pure, despite it all, since he is able to see unicorns. He is loyal to his relations, but on the flip side of the same coin, doesn't forgive old enemies.

His relationship with France is that of resentment and arguments, though possessing a level of respect. But he will go out of his way to make France all the more miserable if he can, such as blocking treaties. Though they knew each other in childhood, their relations blackened in later years. Other bad relations include Russia, who he tries to curse many number of times, though they backfire on him. However, England can be depicted as a lonely character, who went through some years of Splendid Isolation before befriending Japan. He possessed many colonies at some time, but post World War II, when he found himself financially despondent, many of the same colonies left him rapidly. His significantly thick eyebrows, the spirit of John Bull, could be seen imprinted on Sealand, Australia, and Hong Kong, though other such as Seychelles and America escaped. His other relations include his older brothers, Scotland and/or Wales and Ireland, who bullied him.

He often drinks black tea, enjoys embroidery, and apparently paints axles. Further interests include rock music and literature, and he is also a fan of Harry Potter. He proudly displayed spoilers on his shirt and apparently chest. On the other hand, he is also called the Erotic Ambassador, and can be found reading porn. When drunk (and not crying), he can be found taking off various items of clothing for fanservice. Despite his various shortcomings, he is also competent, and powerful. Though he can be coarse, rough, and relentless to his enemies, he also possesses good relations.
